Wonder if it addresses the fact credit card interest rates keep going up despite the central rates dropping to 0, or people with good credit history

^^^^^^ Form what I heard on CNN that the 0-1/4% interest supposedly will not ahve any effect on credit cards for some mysterious reason. They said it
