Since I decided to rebuild my music collection by downloading instead of burning all the cd's I discovered I have a monthly downloading limit. Is
this normal, or just something my carrier does? I apparently have a 60GB monthly limit, but got a notice saying it's going to 25GB in March.

i never got a notice like this, but i don't download nearly as much as 25GB in a month's time.
I think a guy at work has gotten letters.

ISPs have recently started imposing limits because people are DLing more and more these days. even if it's not pirated (like streaming netflix and
itunes), media takes a big pipe to deliver.

Welcome to the way it's been in Australia for a long time
It's been a long time
coming for North America. They tried p2p throttling and it backfired, they won't upgrade the networks, so now you'll get quota's instead.
