So the USA PATRIOT ACT was passed 15 days after 9/11. How many of the folks that voted for it on either side of the aisle ever read what was in it?

I was reading about a Libertarian politician the
other day (not sure who) that wanted to make it a law that all proposed laws/amendments/etc. would be read out loud, written exclusively by the guy
trying to pass them, & must be fully read under penalty of law by everyone who signs or doesn't sign it
