UPDATE:

apparently, i was swindled by some rogue element of the postal system.

last week i handed the post office person the CD, she took it, asked for 58 cents and put a stamp on it and that was it.

today, i had to fill out a customs form and it was $1.13, which is no big deal at all, but i hate inconsistent service/policies.

i tried to explain how it went down last time and the lady didn't believe me. she flat out said "if you didn't pay $1.13 and fill out a customs form, the person you sent it to didn't get it."

government workers are so fascinating.
