Yes. I am an idiot.
I have been trying to save something I just made in Photoshop and it needs to be 300dpi. How do I do that? It isn't just saving it to the highest
quality (12) is it?

the 'save/quality' setting is specific only to the jpg format and is completely unrelated to the resolution.
(you might not like this next part...)
in order for a file to be saved at 300 dpi, you must specify that resolution when you first create the new file.
so when you click 'file/new' the resulting window lets you select the dimensions (WxH), resolution (this is where you set it to 300 dpi), mode, etc.
If I fail math, there goes my chance at a good job and a happy life full of hard work.

you could resize the first image you created by using selecting 'image->image size' in the text menu, but all that really does is scale your original
low-rez image up to a higher resolution, which only really distorts what's there. definitely best to start from scratch.

you can convert it from your current to 300
but it takes time
I have to do it all the time
but if you can rebuild, do it
