Now that its legalized, watch out for butcher shops. Shop around artists wisely, it's happend so many times before where once deprived areas get the opportunity to legitamize the art and then it gets flooded by scratchers who think tracing a pattern couldnt be that hard. Congrats on it though. We are still fighting the good fight in parts of VA. Fuckin commonwealths.

The city of Norfolk cites healthcode reasons. It's just the region, we are in the land of Pat Robertson and Billy Graham. tattooing has a loooooooong and rich history in Norfolk (largest navy base in the world) but the powers that be wanted to eliminate that "element" of the community and clean it up. They just havent caught up with everyone else in that mind sense.

most of these laws date back decades and were designed, as billyman mentioned, to keep the riffraff away. it was illegal in new york until sometime in the 90s, although there were still a number of very well-known shops. now, there's a ton hack jobs out there. baltimore had a similar thing - for the longest time, there was only one legal tattoo shop within the city limits.
