the iphone runs on at&t, which is called EDGE (it is considered 2.5G) and has a theoretical data transfer limit of 236.8 kbit/s. in practice, most people get much less - more like 100kbit/s.

the next generation of cellular data transfer technology is called 3G, and has a theoretical speed limit of 14.4Mbit/s. again, no one will actually get that speed, but it will be much faster than edge.

3G is widely available from other networks, but at&t is just now rolling theirs out.

no, at&t has a multi-year exclusive on the iphone in the US.

3G is not a proprietary format, but the ability to offer it to subscribers is dependent on the carrier having the hardware (read:towers) in place to offer it. the 3G iphone is widely expected because:
- at&t recently announced a significant rollout of the service nationwide this spring
- the company that makes the 3g chips for the iphone recently announced smaller, less-power-hungry version. (apple said it launched the iphone without 3g because the large chip would effect design and shorten battery life).

it's not 'extra' per se, as all rate plans include however many minutes PLUS unlimited email & web data.
