Bought the first full length on ebay and paid with paypal on the 9th. Its now the 27th and I still have heard or seen nothing.

You can file a complaint through PayPal and ask them to refund your money.
PayPal will attempt to contact the seller and resolve the situation.
If the seller doesn't come through within a certain period of time, you escalate your complaint, then, if PayPal agrees with you, they pay you back
and then do whatever is necessary to get their money back.

you'll get your money back in a week if you file a complaint with PayPal and the seller doesn't respond or refund your money. I've done it several

Paypal will not refund you any money unless the person you have the complaint filed against has the actuall funds in their account, they DO NOT
withdraw money from peoples funding accounts (bank accounts or CC's). D I'm not sure where you heard that paypal gives you their money and then go
after theirs from the seller, but I have 3 complaints that all were found in my favor, one I got like $10 back out of $100, another like $14 out of
$50 and another recently for $20 which I probably won't see ANY money back from. They tell you after the judgement that they'll try to retrieve your
money, I think for a certain amount of time (I'm sure its not a big effort on their part)...after that you're S.O.L.
